City staff summarized 2025 grant awards across multiple programs and funding sources, pointing to roughly $14.5 million in total grant support for water‑main replacement, sanitary and storm improvements, and sewer projects. Council heard that the engineering staff currently includes four licensed engineers and one professional surveyor and that most of the department’s budget is salary costs tied to contract increases.
Assistant City Engineer Wangler walked the council through the worksheet structure: items 1–7 accounted for employee salaries and rose according to negotiated contracts; items 8–17 are formula‑based allocations; and items 18–28 cover yearly operating expenses such as planning commission fees, postage and continuing education to maintain professional certifications.
Councilors had no substantive objections and thanked engineering staff for their work on flood relief and grant procurement. Staff indicated they would notify the council if any retirements or major changes required further budget adjustments before the March vote.
