Vermilion council tables IT contract, adopts several ordinances and a levy resolution

At its meeting the Vermilion City Council voted to table ordinance 2025-55 (an IT contract) after public comment urged additional review and later adopted several other ordinances and a resolution related to appropriations and code changes.
Bill McCourt addressed the council during open audience on the third reading of ordinance 2025-55, saying the city is spending substantially more than the maintenance contract suggests and urging the council to table the item so staff can compare aggregate spending, consider bids and check the contract term. "I'm suggesting that because of the amount of money that's involved, that's something that we consider," he said.
Council moved to table ordinance 2025-55 and the motion carried by roll call during the meeting. The council also considered and adopted ordinance 2025-50 (rezoning of a parcel behind The Nest) and ordinance 2025-51 for another parcel. The council adopted ordinance 2025-53, an amendment to the mobile-food-services code, in emergency form after a brief clarification about permitted locations. The council likewise advanced appropriation ordinance 2025-27 and adopted ordinance 2025-57 as recorded in the meeting minutes.
Council also suspended rules and adopted resolution 2025-R-11 to accept amounts and rates determined by the budget commission and to certify levies to the county auditor; the adoption was linked to filing deadlines. City staff and committee chairs noted several upcoming committee and council meeting dates and that planning, engineering and budget deadlines influenced some of the expedited votes.
