At its Dec. 15 meeting, the Sevier County Board of Commissioners approved a series of resolutions covering planning, appointments and county finances.
The board adopted Resolution 2025-12-01, a full restatement of the county zoning resolution with typographical corrections and a limited amendment to section 308 addressing off-premise signage. James Temple Jr., Sevier County Planning and Zoning Director, presented the measure and the vote was recorded 24 Yes, 0 No, 1 Absent.
The commissioners also approved appointments to the Beer Board (Resolution 2025-12-02), the Industrial Development Board (2025-12-03), the Public Building Authority (2025-12-04) and the Health, Education and Housing Facilities Board (2025-12-05). Each passed by roll call vote. The board approved Resolution 2025-12-06 to change county policy to apply restricted funds first; Scott Gibson of Cumberland Securities said the change corrects past improper use of restricted funds and aligns county practice with GASB standards.
The board authorized an interfund capital-outlay note program (Resolution 2025-12-07) not to exceed $7,400,000 to support capital projects. At the meeting Scott Gibson described primary uses as the remainder of work on the Sevier County Senior Center (projected at about $7,300,000), payoff of the recently completed Kodak Library (about $4,200,000) and funds for the Rex Henrey Ogle Justice Center (about $1,000,000). Gibson said Dolly Parton and her foundation pledged approximately $3,000,000 toward the senior center expansion. (The meeting transcript contained an inconsistent numeric formatting for the senior center figure; the figures above reflect corrected magnitudes; see audit and clarifying details.)
The board also approved Resolution 2025-12-08 authorizing prepayment of certain outstanding debt obligations and Resolution 2025-12-09 amending county appropriations to various nonprofits for fiscal year 2025–2026. Resolution 2025-12-10 authorized the county mayor to execute documents granting a sewer easement on parcel 048E A 001.02 related to development off Bob Hollow Road in Sevierville; the City of Sevierville had already approved the easement.
All listed resolutions passed by roll call votes of 24 Yes, 0 No, 1 Absent. The meeting concluded after approval of 33 notary public applicants and a motion to adjourn.
