The Vermilion City Council voted to rezone a parcel behind The Nest restaurant, approving an ordinance that changes the propertyfrom its current commercial designation to allow residential or business-condominium development after a public hearing that drew several residents asking the council to pause and reconsider local planning practice.
Dozens of residents and property representatives spoke during the hearing. Michelle Cooper, who gave her address and said she has lived in the neighborhood more than 30 years, asked whether a wetland study had been completed and argued that if the lot is rezoned to an R-5 district the project should meet all R-5 standards, including setbacks. "If we're gonna make it residential 5, shouldn't we follow all the guidelines?" she said.
