Fulton County commissioners approve $135,622 in payables, hire enforcement officer and OK 2025–30 drug-and-alcohol grant

FULTON COUNTY — The Fulton County Board of Commissioners met Tuesday, Jan. 13, 2026, in McConnellsburg and unanimously approved a slate of routine fiscal and personnel actions, including account payables totaling $135,622.38, the hiring of an Enforcement Officer 1 in the Domestic Relations office, and a multi-year grant agreement covering drug-and-alcohol services.

Commissioner Hervey P. Hann moved to approve account payables dated Jan. 13, 2026, totaling $135,622.38; the motion passed with all commissioners voting in favor. The packet showeda General Fund disbursement of $66,644.09 and additional fund-level entries including $3,874.57 for Fund 238 (911), $64,720.44 for Fund 300 (Capital Projects) and smaller amounts for other funds.

Interim County Treasurer Amy Bishop presented the financial report for the month ending Dec. 31, 2025, and the board moved to approve and execute the 2026 Certification of County Funds as presented by Bishop.

Domestic Relations Director Tina Gress asked the board to fill a vacant union position. Commissioner Randy H. Bunch moved to hire Angie Horton to the position of Enforcement Officer 1, effective Jan. 26, 2026; the Salary Board set Horton’s salary per the Collective Bargaining Agreement. The motion carried unanimously.

Executive Development Director Julie Dovey requested approval of the 2025–2030 Franklin/Fulton Grant Agreement #4100101172, designating Franklin County as the single county authority for operation and administration of the Drug & Alcohol Program for both counties. Commissioner Randy H. Bunch moved to approve and execute the agreement; the motion passed unanimously.

On human-resources matters, the board approved the 2026 pay scale as presented by HR Administrator Mary Huston and revised Section 212 of the HR Manual to add a health insurance opt-out payment. Under the revision, eligible employees who waive county health insurance will receive a prorated monetary payment up to $1,020 per calendar year ($85 per month), paid with final December payroll or upon resignation; employees must leave in good standing to receive the payment.

The commissioners approved vendor and program invoices, including a second installment CCAP PCoRP invoice of $45,442.00, a renewal quote for ASPIRE two-factor authentication submitted by Rick Grissinger of Elect IT, and an SAP&DC invoice for local transportation support of $8,598.00.

The board also approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968), with payment to be made to his surviving spouse, Janet McGinnis, and accepted Ronald Richards as the real estate agent for 119 N. 2nd Street in McConnellsburg at a 3% commission on the sale.

Commissioners entered multiple brief executive sessions during the meeting for legal and personnel matters and adjourned at 11:33 a.m.
