Planning board approves Pelican Reef bulkhead after lengthy review of historic permits, swale and mitigation

The Planning & Zoning Board approved an after‑the‑fact bulkhead and related restoration and dock renewals at Pelican Reef and adjacent lots on April 2, following technical presentations that traced the project’s approvals back to a 1988 Army Corps and St. Johns River Water Management District permit and a recorded conservation easement.

Applicant counsel and consultants provided historical permits and an as‑built overlay showing a 10‑foot spreader swale and riprap placed in the swale. Wetland scientist Ryan Carter and engineer David Taylor described the riprap’s role in attenuating wave energy and the team’s proposal to provide compensatory treatment — including ADS storm‑tech vaults — and a permit modification to the Water Management District.

Neighbors raised concerns about late submittals, public notice, and long‑term precedent. Staff confirmed the site’s permitted wetland lines and the conservation easement recorded in the early 1990s and said the applicant must achieve any required state permit modifications. After deliberation about compatible scale, stormwater treatment and the applicant’s concession to preserve street‑side cedars, the board approved the after‑the‑fact bulkhead and the dock renewals with the understanding that outstanding water‑management items will be resolved with the District.
