Board renews inpatient services contract with Anaheim Global Medical Center; two supervisors recuse

The Board voted to approve an amendment renewing inpatient hospital services for the county’s correctional health program with Anaheim Global Medical Center.

Dr. Veronica Kelly, director of the Orange County Health Care Agency, said the vendor provides inpatient specialty care for people in custody when services can’t be provided in jail — examples include dialysis, cardiac care and childbirth. "So this item is to renew inpatient services for correctional health, and so the vendor is Anaheim Global Medical Center," Kelly said.

Kelly told the board that services covered by the contract are not billable to insurance and are a net county cost. "So none of that is billable to any insurance. That is full net county cost," she said; later the transcript records the county covering roughly 83% of these costs and 17% being realignment dollars.

Two supervisors disclosed contributions and recused themselves from participating in the matter. Supervisor Wynne said she received $1,000 from OC Wide Management and recused herself from items where that contribution applied; another supervisor disclosed a $2,500 contribution from an Anaheim Global-affiliated firm and also recused herself. With those recusals noted, the board approved the renewal; the clerk recorded the approval with four votes.

Supervisors also asked staff about future procurement timetables; Kelly said staff will issue another RFP and expects 12–18 months to complete the procurement process for replacement services.
