Fulton County commissioners approve hiring, pay scale, insurance opt‑out payment and several invoices

FULTON COUNTY — The Fulton County Board of Commissioners on Jan. 13 approved a slate of routine administrative actions, including a personnel hire, policy language changes and vendor payments.
Commissioner Randy H. Bunch moved to hire Angie Horton for the Domestic Relations Department’s union position of Enforcement Officer 1, effective Jan. 26, 2026; the Salary Board set the pay per the collective bargaining agreement and the hiring motion was approved unanimously. Domestic Relations Director Tina Gress had requested permission to fill the vacancy.
The board also approved the county’s account payables dated Jan. 13, 2026 totaling $135,622.38, with fund-level amounts entered into the record (General Fund $66,644.09; Capital Projects $64,720.44; 911 Fund $3,874.57; others). Interim County Treasurer Amy Bishop presented the Treasurer’s report for the month ending Dec. 31, 2025 and later presented the 2026 Certification of County Funds, which Commissioner Hervey P. Hann moved to approve and execute; both actions passed unanimously.
Human Resources changes included approval of the 2026 pay scale as presented by HR Administrator Mary Huston and a revision to the HR Manual (Section 212) to add an opt‑out payment for eligible employees who waive health insurance coverage. The opt‑out language specifies a prorated monetary payment up to $1,020 per calendar year ($85 per month), paid with the final payroll in December or upon resignation, provided the employee leaves in good standing.
Other approvals included the CCAP PCoRP second installment invoice for $45,442.00, a renewal quote for ASPIRE two‑factor authentication submitted by Rick Grissinger (Elect IT), a SAP&DC invoice for $8,598.00, and a revision to the LERTA application inspection language to read “Inspection by Zoning Officer or Fulton County Planning.” The commissioners also approved an Application for Burial Expenses for veteran Floyd G. McGinnis (U.S. Air Force, 1964–1968), with payment to surviving spouse Janet McGinnis.
Commissioner Bunch moved to accept Ronald Richards as the real estate agent for the county property at 119 N. 2nd Street in McConnellsburg; the board approved Richards’ quote of 3% of total sales. The meeting included multiple Executive Sessions for personnel matters and adjourned at 11:33 a.m.
All listed motions were recorded as adopted with unanimous votes of the commissioners present.
