Fulton County commissioners approve $334,397.62 in payables, authorize review of Prothonotary's Office

Fulton County Commissioners met on Feb. 3, 2026, and approved routine minutes, payroll and accounts payable totaling $334,397.62. Commissioner Hervey P. Hann moved to approve payroll dated Feb. 6, 2026, for $129,990.81 and to approve the accounts payable docket dated Feb. 3, 2026; both motions carried 'All in favor.'
The accounts payable tally included Fund 100 (General Fund) $96,661.78; Fund 201 (Liquid Fuels) $13.13; Fund 229 (HSDF/HSBG) $165,835.26; Fund 235 (Law Library) $724.96; Fund 238 (911) $44,792.44; Fund 256 (Domestic Relations) $352.92; and Fund 400 (Debt Service) $26,017.13, for a total of $334,397.62.
The board entered an executive session for legal matters at 8:30 a.m. and exited at 9:20 a.m.; a Tax Appeal Hearing held at 9:20 a.m. followed, during which Commissioner Steven L. Wible abstained because of a conflict of interest. Separate minutes for the tax appeal were noted as on file.
HR Administrator Mary Huston presented the January 2026 Retirement Fund Report; Commissioner Randy H. Bunch moved to approve and execute the report and the motion passed unanimously. The board also approved travel requests for Services for Children Director Christine McQuade and Services for Children Fiscal Technician Stephanie Mellott to attend the PA Children and Youth Administrators Conference March 11–13, 2026, in State College, Pennsylvania.
Commissioner Hervey P. Hann moved to approve an engagement letter from KB&S — Kulla, Barkdoll & Stewart, P.C., 'to provide professional legal and consulting services related to a review of the Fulton County Prothonotary's Office.' The motion carried, authorizing the county to proceed with the external review.
Commissioner Hann also authorized Commissioner Wible to execute MATP Allocation Letters for FY 2024–2025 ($464,875.00) and FY 2025–2026 ($491,875.00); both allocations were approved.
The board approved a laptop quote submitted by Rick Grissinger of Elect IT to be used in Franklin County for Jury Coordinator duties, and approved an invoice from Franklin County Fiscal to cover Fulton County court costs for the fourth quarter of 2025 in the amount of $38,819.27 (described in the record as 10% of court wages and benefits).
At 10:35 a.m. the board entered an executive session for personnel matters and later appointed Commissioner Wible to perform his committee duties during an upcoming period of medical leave; that appointment was approved unanimously. The meeting recessed for a Criminal Justice Advisory Board (CJAB) meeting and later resumed at 1:18 p.m.; commissioners, the HR administrator and the chief clerk conducted interviews for the Prothonotary's Office before adjourning at 3:05 p.m.
