Fulton County commissioners approve Food Basket sub‑agreement, move forward on hotel‑motel tax distribution

Fulton County commissioners on Feb. 10 approved several routine items and took two substantive administrative actions: they authorized a sub‑agreement making the county the administrator of state food‑purchase funds for the Fulton County Food Basket, and they voted to proceed with distribution of hotel‑motel tax revenue according to legal advice.
Commissioner Randy H. Bunch called the meeting to order. Commissioners Steven L. Wible and Hervey P. Hann joined Bunch; Chief Clerk Stacey M. Shives attended. The board approved the Feb. 3, 2026 commissioners' minutes and the Jan. 27, 2026 retirement board minutes on motions by Commissioner Wible.
Fiscal business included approval of accounts payable dated Feb. 3, 2026, totaling $91,872.06. The clerk provided a fund breakdown showing $75,212.91 from the General Fund and smaller amounts charged to funds such as 227 (SFC Technology Grant), 231 (SFC Evidence Based Practice), 235 (Law Library), 238 (911), 256 (Domestic Relations) and 300 (Capital Projects).
Interim County Treasurer Amy Bishop, Fiscal Administrator Sue Reed and Mike Lamb, chief financial officer with Wessel & Co. (participating via Zoom), discussed options for the distribution of hotel‑motel tax revenue. On a motion by Commissioner Bunch, the board voted to move forward with distribution according to legal advice and recommendation.
The board also considered a change in how state food‑purchase funds are administered. Food Basket Director Sue Cubbage explained that state SFPP funds now come directly to the county rather than to the Food Basket, so the county must name an administrator through a Sub‑Agreement. On a motion by Commissioner Bunch, the board approved and executed a Sub‑Agreement between the County of Fulton and the Fulton County Food Basket, Inc., to administer the State Food Purchase Program.
Other approvals included a travel request for Services for Children Director Christine McQuade to attend the Chief Justice Max Baer's Children's Roundtable Summit (April 22–24, 2026) in Hershey, Pa.; a $640 tire quote from Citgo to outfit a Services for Children vehicle so it can pass inspection; and approval of a Certification Statement for the fourth quarter of 2025 submitted by Services for Children Fiscal Technician Stephanie Mellott. McConnellsburg Volunteer Fire Chief Pete Lynch, Fulton County resident Jim Pittman and EMA/911 Director Brian Barton demonstrated the Chief 360 Mobile system for Fire & EMS for commissioners; no action was recorded on the demonstration.
Fulton County resident Craig Strait raised a Clean and Green matter and provided a handout on the history of personal property in that program; Chief Tax Assessor Melissa Gordon was present for that discussion. The transcript records that no action was taken on Strait's matter during the meeting.
