Fulton County commissioners approve retirement, Krivak Trust payment and hire new Prothonotary deputy

At their March 3 meeting the Fulton County Board of Commissioners approved routine financial items, accepted the retirement of Domestic Relations Director Tina Gress effective July 11, 2026, approved a Krivak Trust application up to $35,000, authorized CDBG signing delegation, and hired Laurel Griest as an Office Deputy I.
The Fulton County Board of Commissioners met March 3 in McConnellsburg and approved a series of routine financial and personnel actions.
Commissioner Randy H. Bunch called the meeting to order. The board unanimously approved the Feb. 24, 2026 minutes and an Accounts Payable batch dated March 3, 2026 totaling $335,634.88 (General Fund $291,026.05; Liquid Fuels $12.75; 911 $8,955.97; Hazmat $2,500.00; Domestic Incentive $3,233.58; Medical Assistance Transportation $3,269.04; Debt Service $25,776.52; Pass thru Funds $860.97). The board also approved payroll dated March 6, 2026 totaling $132,711.81.
Commissioner Bunch moved and the board approved a travel request for Chief Probation Officer Dan Miller to attend the Annual CJAB Conference April 20–22, 2026. The commissioners also approved a lease from DBB for a printer for Magisterial District Judge Heming's office for $3,647.00 and a Plan Asset invoice from Conrad Siegel for $3,844.25 to be paid from plan assets.
Domestic Relations Director Tina Gress submitted a letter of retirement after 25 years of service; Commissioner Bunch moved to regretfully accept the retirement, effective July 11, 2026, and the board voted in favor.
HR Administrator Mary Huston presented hiring paperwork and, with Court Administrator Rebekah Reigner joining via Zoom, Commissioners voted to hire Laurel Griest as an Office Deputy I in the Prothonotary's Office effective March 4, 2026. A brief Salary Board convened at 10:41 a.m. to set the new hire’s salary; separate salary minutes are on file.
Commissioners authorized a CDBG 'Delegation of Signing Authority' allowing HR Administrator Mary Huston and Commissioners Wible and Bunch to execute invoices from SEDA COG. Commissioner Wible moved to approve the February 2026 Pension Fund Report as presented by Huston.
The board approved a burial expense application for veteran Gary Allen Myers, an Air Force veteran who served during Desert Shield/Desert Storm. County Auditors Penny Kipp, Rebecca Kendall and Holly Falkosky met with the commissioners for an audit review.
Human Services Director Julie Dovey presented a Krivak Trust application; Commissioner Hann moved to approve the request up to a maximum of $35,000.00 for an applicant whose information is confidential under HIPAA, and the motion passed unanimously.
The commissioners held multiple executive sessions for personnel matters (10:15–10:29 a.m.; 10:48–11:45 a.m.; 12:25–12:37 p.m.). Building and Maintenance Director Brad Seville provided an update on Phase II renovations for a newly purchased county building on Lincoln Way West in McConnellsburg. Commissioner Hervey P. Hann moved to adjourn at 1:03 p.m.; the meeting adjourned.
