Public Works Director Bier explained that franchisees must meet code requirements under Section 14‑21 and would pay an annual fee of $2,500 plus a monthly payment equal to 15% of the preceding month's gross revenue. The council adopted ordinances authorizing franchise agreements with MST Scrap Metal Inc. (DBA MST Dumpsters) and S. McDonald Contracting LLC. Both ordinances passed by voice vote, 4‑0.
Separately, the council adopted Ordinance 57‑65 to create chapter 9, article 8 of the city code to standardize the issuance, notice, hearing, appeal and enforcement of trespass warnings for unlawful conduct on city property. The ordinance applies citywide and passed 4‑0.
Bier said the franchise approvals allow private haulers to operate legally within city limits while ensuring regulatory oversight. The trio of votes were routine and carried with unanimous support from the council members present.
Why it matters: The franchise agreements regulate private C&D haulers operating in Boca Raton and generate modest recurring revenue for the city; the trespass ordinance establishes a citywide administrative process to protect public property and deter unlawful conduct.
