At the end of a Dec. 1 workshop, the mayor and council discussed a proposed ordinance intended to set clearer standards for future sale, lease or disposition of city‑owned land larger than half an acre.
Councilmember Thompson distributed a draft ordinance that would require multiple public hearings, written findings that any proposed disposition serves a public purpose and consistency with the comprehensive plan, and would establish exceptions for routine municipal uses and certain leases or easements. Thompson said the ordinance is intended to address concerns raised by residents about ambiguity in a previously proposed charter amendment that a court later found unconstitutional.
No formal action was taken; Thompson said the draft could be introduced and heard at a subsequent meeting. The council indicated it would consider the ordinance and related protections during further review of downtown campus proposals and the legal issues surrounding the citizen petition process.
