Cusseta–Chattahoochee commission adopts 2024 millage rate, approves appointments and refunds

The Unified Government of Cusseta–Chattahoochee County Board of Commissioners adopted the county's 2024 millage rate at its Sept. 3, 2024 regular meeting, setting the county maintenance and operation millage at 8.512 mills and the school millage at 16.99 mills for a combined ad valorem rate of 25.50 mills after rollbacks.
Commissioner Jason Frost moved to adopt the millage; Commissioner Gerald Douglas seconded and the vote was unanimous. Commissioner Damon Hoyte was listed as absent for the meeting.
Why it matters: the millage rate determines property tax bills for the coming year and funds county operations and schools. The commission's written resolution directs the clerk to transmit a certified copy to the Tax Commissioner and states the millage computation and rollback amounts used to determine the final rates.
The board also handled several routine administrative matters. Among the voted actions: the commission approved a VA tax refund for Anthony Leach (motion by Commissioner Timothy Biddle, seconded by Commissioner Jason Frost); voted to allow businesses to establish accounts at the county recycling center (motion by Commissioner Frost, seconded by Commissioner Douglas); and appointed Rob Marion to represent the county on the River Valley Regional Commission for a one-year term beginning Sept. 3, 2024 (motion by Commissioner Frost, seconded by Commissioner Douglas). The minutes include a written resolution naming Marion and stating he replaces Dr. Edward Lee.
Two recycling-related items were deferred: a request to acquire a cardboard compactor and a Board of Education request to use Old City Hall were both tabled to a future work session for further discussion. The commission approved having the Board of Elections policy come forward for a first public reading at the next work session.
The board voted unanimously to enter executive session at 9:34 a.m. to discuss personnel and legal matters; the meeting reconvened at 10:11 a.m. The chair stated the subjects discussed during the closed session fell within the legal exceptions under Georgia law and that no votes were taken in closed session. After executive session the commission gave the county manager advice and consent to hire for a director position discussed in executive session and asked that the hire be announced publicly at the next meeting.
The commission's written 2024 Tax Levy Resolution appears in the meeting record and specifies the millage calculation, rollback amounts applied (local option sales tax and insurance premium tax), and directions for certification to the Tax Commissioner. The resolution was introduced and adopted by the commission at the Sept. 3 meeting.
