The Fulton County Board of Commissioners on Feb. 2 adopted an emergency declaration addressing severe winter weather, approved a resolution to pursue tax‑sale certificates for delinquent properties, and authorized several budget and contract actions.
Chair read a county emergency declaration dated Jan. 26, 2026, citing “severe winter weather” and invoking relevant Indiana Code and county ordinance provisions to restrict travel on county roads outside Rochester except for essential public services. The board motioned, seconded and approved the declaration by voice vote.
The board approved minutes from the Jan. 20 meeting and then adopted a resolution establishing intent to conduct a commissioner sale to obtain tax‑sale certificates for 21 severely delinquent properties listed in the resolution’s Exhibit A. Commissioners approved the resolution by vote.
Records and auditor staff presented a proposal from ARCA Research LLC to create a cloud‑based archival website for plat books, transfer books, minutes, resolutions and searchable public records. Commissioners voted to authorize the county executive (Kathy) to sign the ARCAsearch agreement. The board also approved a rainy‑day appropriation of $30,000 for drainage‑board engineering work on Mud Lake, a $38,000 appropriation to cover a Superior Court health‑insurance clerical shortfall, and a $250 transfer to the county clerk for Wi‑Fi to support election poll books.
Auditor presented claims totaling multiple line items (miscellaneous claims of $343,115.35; host fees of $33,333.33; utilities $69,286; payroll through Jan. 23 of $316,931.52 with deductions). Commissioners moved to approve claims and payroll; the motion carried.
All motions and recorded voice votes at the meeting were carried unanimously (3–0) where tallies were recorded. Several departmental reports and updates (veterans services accreditation, EMA status, highway operations, IT/agenda center rollout and dispatch training) also were presented but did not result in separate board actions at this meeting.
