The administrator said two firms responded to the request for quotes: East Tennessee Sprinkler (familiar with county systems) and Moody. East Tennessee's quote was $9,110; Moody's was $7,383. Board members raised concerns that a contractor unfamiliar with the facility could discover additional work once on-site and return with change orders. One board member argued that familiarity with the system justified selecting the slightly higher-priced vendor.
A motion was made to award the work to the contractor familiar with the system; the motion was seconded and approved by voice vote. The administrator said the selected contractor could provide annual inspections and complete required testing and follow-up work.
