Glacier County canvasses Nov. 4 municipal election, certifies winners

On Nov. 17, 2025, the Glacier County Board of Commissioners formally canvassed and accepted the results of the Nov. 4 all-mail municipal election covering four precincts inside the city.
Crystal R., the county elections administrator, said election staff issued 1,472 ballots and counted 811 returned ballots. Nine ballots were rejected for missing a signature or missing the required last-four-digits of the year of birth on the affirmation; she said that requirement derives from recent legislation. "Out of that 1,472, we only counted 811 ballots that we got back," Crystal said. "Nine of those were rejected either due to no signature and or no signature and the year of birth on the affirmation."
Crystal provided vote totals reported to the board: in the mayoral contest, Curtis Harper received 290 votes, Kim Winchell 257, James Suda 106 and Vernon Thomas 150; Harper was the top vote-getter. For two alderman seats, Doug Birman received 674 votes, Maynard Nygaard 622 and Joseph Hegberg 147; Birman and Nygaard are the top two vote-getters. Crystal cited a letter from the Commissioner of Political Practices noting that the named candidates complied with reporting requirements "in accordance with the provisions of section 13-37-127 MCA." She said she will hand-deliver certificates of election to the city clerk so the clerk may notify winners.
A commissioner moved to accept and canvass the municipal election results; the motion was seconded and carried by voice vote, converting the unofficial tallies into official results for the county record. Crystal said she believes swearing-in occurs in January.
