Senate designates Arts Education Month, recognizes Caregiving Youth Day and clears consent calendar

The chamber also adopted House Joint Resolution 1019 (Rep. Ricks, Rep. Woodrow, Sen. Judah), recognizing 02/20/2026 as Caregiving Youth Day. Senator Judah emphasized that caring youth often balance school and caregiving duties and cited national estimates that more than 6,000,000 youth provide essential care. HJR1019 passed on a unanimous voice vote, 35-0.
On the consent calendar the Senate advanced and/or passed multiple bills on second and third reading. Notable actions included approval of House Bill 1035 (enacting the Colorado Revised Statutes 2025 as positive statutory law) on final passage (32-3), Senate Bill 53 (expanding eligible CHFA borrowers) on final passage, and House Bill 1064 (modifications to youthful offender system) on final passage (23-12). The Senate also moved committee reports and second-reading actions on a set of tax and administrative bills and adopted committee reports by voice vote.
The body confirmed a number of gubernatorial appointments on the consent calendar, including members of the State Historical Society board, Colorado Housing and Finance Authority board appointments, and members of the Clean Fleet Enterprise. Appointments to the Public Employees Retirement Benefit Plans board were confirmed (Cynthia Lowe of Boulder and Andrew Shrimp of Denver), and one senator used floor time to press for attention to PERA’s growing private-equity exposure.
The Senate adjourned until 9 a.m. on Tuesday, March 3, 2026.
