Senior planner Owen Devlin told the board the facility would house four indoor golf‑simulation bays and operate 24/7 as a membership service; no walk‑up service and no food or alcohol would be permitted. "The application meets the criteria for a Letick's training facility outlined in section 28, 13, 16," Devlin said (as read into the record), and staff recommended approval subject to the conditions in the resolution.
Development Services Director Brandon Chadde clarified that if a future operator sought to change the sport but kept the same plans and conditions, the department could allow it without a new conditional use; substantive changes would require an amendment. A motion to recommend the conditional use to City Council passed 7–0 on roll call.
