Planning board backs comprehensive‑plan updates to meet new state horizons

The Planning & Zoning Board unanimously recommended the city transmit proposed comprehensive plan amendments to the Florida Department of Commerce to meet new state planning horizons and statutory updates.

Jim Bell, long‑range project manager with Development Services, said the city must update its comprehensive plan to reflect statutory changes (notably new 2035 and 2045 planning horizons) and local developments such as the Brightline station and the city’s sustainability initiatives. He described most edits as housekeeping — updating agency names, population projections, maps, level‑of‑service standards, and minor policy clarifications across elements including future land use, transportation, conservation, recreation, and infrastructure.

Bell summarized key changes: revised transportation performance measures to 2045, additions to reflect the county’s long‑range transportation plan and Brightline, updates to park level‑of‑service standards for 2035 and 2045, updates to coastal management language tied to the city’s resilience assessment, and extending water and wastewater planning horizons to 2045 as required by state statute.

Staff recommended approval to meet the state’s evaluation and appraisal timetable (transmission to Florida Commerce, ORC report within 60 days, and a 180‑day local adoption window after that). No members of the public spoke on the item. The board voted 6–0 to recommend approval and forward the amendments to the City Council and state review process.
