Town Administrator Brandon Enoch reported multiple operational updates and the council approved a set of routine items intended to support town services.
Mr. Enoch said the new water and sewer rate structure had been implemented in the town’s Black Mountain software and that staff ran mock bills. He reported a delinquent utility account list totaling more than $112,047 and said the town ordered new meter locks to deter unauthorized water use.
The council approved several motions, all by unanimous vote, including:
- Purchasing a utility vehicle for Parks & Recreation using $8,586.92 in remaining SCIF grant funds; motion by Councilmember Remonia Enoch, second by Councilmember Stephanie Enoch (passed 5–0).
- Implementation of the BMS Pay payment system to replace the current utility billing platform, including resident app and one-call functions; motion by Councilmember Remonia Enoch, second by Councilmember Stephanie Enoch (passed 5–0).
- Approval of a CRU quote for backflow valve repair at the Florence Road Pump Station; motion by Councilmember Sandra McCollum, second by Mayor Pro Tem Patricia Jones (passed 5–0).
- Approval of an amended Spector Services contract to include water feature maintenance and additional maintenance for the Food Lion welcome sign; motion by Councilmember Sandra McCollum, second by Mayor Pro Tem Patricia Jones (passed 5–0).
Town staff also presented an RFB for landscaping bids that will run through early March and said all bids will be brought back to the March meeting. Mr. Enoch noted two updated job descriptions (Event Marketing Coordinator and Public Works Coordinator) were ready to post; later in the meeting the council approved posting three positions with salary ranges: Parks & Recreation Manager ($40,000–$50,000), Program Coordinator ($35,000) and Public Works Coordinator ($45,000–$55,000).
Peter Murphy of ACTA also reported roughly 60,000 trips per year and described a new resident app rolled out last summer; he said, as a resident of Alamance County, he takes “great pride in the work that ACTA does for the community.”
