Green Level Town Council directs staff to draft emergency policy, holds closed session

The Green Level Town Council met in an emergency session on Feb. 24, 2026, and directed Town Administrator Brandon Enoch and Town Attorney Eugene Russell to develop a written policy for responding to safety-related emergencies, Mayor Pro Tem Patricia Jones said. The meeting opened at 5:30 p.m. at the Green Level Municipal Building.

"I called an emergency meeting to discuss safety matters and come up with a plan for when emergencies arise," Mayor Pro Tem Patricia Jones said, explaining why she convened the special session. Council members said the town's existing employee handbook does not provide adequate guidance for such incidents and that the council should shape how any policy is implemented.

Councilmember Remonia Enoch moved that the council enter a closed session "to discuss personnel and consult with the attorney," citing N.C. Gen. Stat. § 143-318.11(a)(3) and (a)(6); Councilmember Stephanie Enoch seconded. The motion passed unanimously, 5-0. The minutes record that the council subsequently adjourned the closed session and resumed open session without recording further public action on personnel matters.

After the closed session, the council approved a motion to adjourn the emergency meeting until the regular council meeting scheduled for March 12, 2026, at 7:00 p.m. Mayor Hosea McBroom recessed the meeting until that date.

The session produced no ordinance, contract award, or immediate policy adoption. Instead, members assigned staff and the town attorney to draft a formal emergency-response policy for future council consideration; Councilmember Sandra McCollum emphasized that the council should drive implementation, and Councilmember Remonia Enoch asked staff to review policies used by other municipalities to inform the draft.

The meeting minutes were signed by Town Clerk Taylor Elizondo and filed as the official record of the emergency session.
