• Proceed with Phase 2 of downtown parking/streetscape project as currently scoped, including shade sails — Motion by Commissioner Helms; seconded by Mayor Pro Tempore Neeley; vote 4–1 (Commissioner Atkinson recorded as voting no).
• Direct staff to apply for NCDOT encroachment agreement for a right‑turn lane on North Main Street (affecting nine parking spaces) — Motion by Commissioner Kincaid; seconded by Commissioner Helms; vote 5–0.
• Approve Two Rivers pump station relocation and related land‑swap deeds (FEMA Hazard Mitigation Grant) — Motion by Commissioner Helms; seconded by Commissioner Ramsey; vote 5–0. Two Rivers will prepare and pay for deeds; no town expense was reported.
