Rome-Floyd County Development Authority approves January finances, hears project updates and enters executive session

The Rome-Floyd County Development Authority on Feb. 17 approved the minutes from its Feb. 3 meeting and the January 2026 financial report, heard staff updates on prospect activity and a Georgia Department of Community Affairs grant, then entered executive session to discuss real estate and personnel before adjourning.

Doc Kibler moved to approve the Feb. 3 minutes; Jim Bojo seconded. The motion passed with Kibler, Bojo, Evie McNiece, Lowery May, Jimmy Byars, Ryan Miller and Rhonda Wallace voting in favor. Later, Kibler presented the January financial report, which reported a net loss and a balance sheet totaling $17,935,817.94. Lowery May seconded the motion to approve the financial report, which passed with the same seven board members voting in favor.

President Spencer Hogg told the board prospect activity remained "brisk," citing recent called meetings and ongoing state-led prospect activity. RFCDA marketing staff Heather Seckman reported that the Georgia Department of Community Affairs awarded $20,625 to the RFCDA to fund a Cultural Resource Survey on Enterprise Corner to support GRAD Select Certification.

The board voted to enter executive session to discuss real estate and personnel after a motion by Lowery May and a second by Rhonda Wallace; the motion passed. The board later voted to exit executive session on a motion by May and a second by Jim Bojo. There was no public record in the minutes of actions taken during executive session. With no further business, Chair Jimmy Byars adjourned the meeting.

The authority listed members present, staff and outside attendees; Andy Davis confirmed the meeting notice and that a quorum was present. No formal public comments or substantive debates were recorded in the minutes.
