Rome-Floyd CDA reappoints Jimmy Byars and elects board officers

At its Jan. 20 meeting, the Rome-Floyd County Development Authority reappointed Jimmy Byars to the board, conducted organizational elections for chair, vice chair, secretary and treasurer, and approved a conflict-resolution policy with a disclosure from Byars about his Synovus Advisory Board role.
The Rome-Floyd County Development Authority reappointed Jimmy Byars to the authority’s board and elected its officers during the constitutional and annual portions of its Jan. 20 meeting in Rome.
Evie McNiece moved to reappoint Jimmy Byars to another term; Rhonda Wallace seconded the motion, which passed with Wallace, McNiece, Ryan Miller, Jim Bojo, Jimmy Byars, Doc Kibler and Lowery May recorded as voting in favor. The Hon. Gene Richardson administered the oath to newly sworn constitutional officials and at-large members.
Board members then conducted organizational elections. After an initial nomination for Lowery May for chair failed to receive a second, May nominated Jimmy Byars for chair; Evie McNiece seconded and the board elected Byars as chair. Rhonda Wallace nominated Lowery May for vice chair, seconded by Jimmy Byars; the board elected May as vice chair. Andy Davis recommended Spencer Hogg serve as secretary for signature purposes; Hogg was nominated and elected. Lowery May nominated Doc Kibler as treasurer and the board approved the nomination.
The board approved the minutes from the Dec. 16, 2025 meeting on a motion by Evie McNiece and a second from Lowery May. The meeting record shows the vote carried.
Andy Davis explained a conflict-resolution measure and all members signed copies. Jimmy Byars disclosed his position on the Synovus Advisory Board and the minutes record that he will abstain from votes related to that specific conflict in the future. Evie McNiece moved to approve the conflict resolution; Doc Kibler seconded and the motion passed.
The board noted the arrival of Adam Carey of the Rome News Tribune at 9:00 a.m. The meeting proceeded to the financial and activity reports thereafter.
