Garland County finance committee unanimously approves appointments, endorses company for tax-back program and OKs budget transfers

The Garland County Special Finance Committee on Jan. 12 confirmed two board appointments, certified a local endorsement for a company seeking state tax-back incentives and approved three budget transfers to pay for courthouse security upgrades, a juvenile court fence and the final balance on a completed solid-waste project.
Chairwoman McGrew introduced a resolution confirming Bailey Farner’s appointment to the Garland County Law Library Board; Vice-Chairman Brown moved for 'do pass' and Justice Anderson seconded. Judge Mahoney spoke in support of filling the position, and the motion passed without opposition.
The committee then certified local government endorsement of Molecular Processing, LLC to participate in the tax-back program under Arkansas Code Annotated § 15-4-2706(d). Vice-Chairman Brown moved for 'do pass' and Justice Hunter seconded; Judge Mahoney said the plant manager would later brief the Quorum Court on the company’s plans. The endorsement passed without opposition.
A second appointment — Rod Morse to the Westwood Village Sewer Facilities Board — was approved after a motion by Vice-Chairman Brown and a second by Justice Edds; Judge Mahoney explained the need and the motion carried unanimously.
On budget items, the committee approved a $5,800 transfer within the General Fund (District/Juvenile Court budget) from Machinery & Equipment to Improvements Other Than Buildings to pay for a new fence and gate at the District/Juvenile Court building. The committee approved a $33,121.56 transfer from Repairs & Maintenance to Machinery & Equipment in the Local Assistance Tribal Consistency (LATC) Fund (County Judge’s budget) to cover a newly installed courthouse camera system. Justice Anderson asked about disposal of the old camera system; Judge Mahoney said it would go through the county’s normal disposal process.
The committee also approved a $3,100 transfer from Repair Parts in the Solid Waste Fund to Improvements Other Than Buildings to pay the remaining balance on the Phase III Cell 1 project completed in 2025. Judge Mahoney noted that project costs increased and that the additional amount was not appropriated by ordinance, so the county moved available appropriated funds internally to cover the balance.
Finally, the committee acknowledged routine reports — position and salary adjustments, overtime, sales tax collection updates for the General Fund and Solid Waste Fund, and the Oaklawn revenue report — all by motion of Vice-Chairman Brown and seconded by other members. Chairwoman McGrew adjourned the meeting.
Next steps: the plant manager for Molecular Processing, LLC is expected to speak to the Quorum Court about the company's plans; there were no votes in opposition at the finance committee meeting.
