Fulton County approves $230,699.51 state grant for 911 systems maintenance, hires per-diem dispatcher

The Fulton County Board of Commissioners unanimously approved a State Interconnectivity Grant totaling $230,699.51 on Dec. 30, 2025 to support maintenance of county emergency communications systems.
EMA/911 Director Brian Barton presented the grant, saying funds are to be used toward SouthCentral Mountain CAD maintenance, SouthCentral Mountain CHE maintenance, SouthCentral Mountain ESInet maintenance, Fulton NG911 GIS maintenance, a SouthCentral Mountain battery upgrade, and Fulton ILEC maintenance. The board approved the grant by motion of Commissioner Steven L. Wible.
In the same meeting, the commissioners voted to hire Troy Wagaman as a Per Diem 911 Dispatcher, effective pending required background clearances. A brief Salary Board session at 9:48 a.m. set the salary for the newly hired dispatcher. HR Administrator Mary Huston was present for the pension and personnel items.
The grant approval and the new hire are aimed at maintaining and staffing the county's 911 and NG911-related systems; the transcript did not include implementation schedules or detailed vendor contracts. Commissioners approved both items unanimously at the commissioners' office in McConnellsburg.
