Board approves CalOptima board slate after debate over experience and representation

County counsel reviewed qualification questions about a “practicing” licensed provider and said the board could interpret that term; Kathy Green confirmed her active nursing license when asked. After discussion about continuity and the complexity of CalOptima’s work — an agency described by a supervisor as a multibillion-dollar health-entitlement plan serving roughly one-third of the county population — the chair’s slate was moved, seconded and approved 3–2.
