Fulton County commissioners approve IT lease, staffing SOW, payroll and HR travel policy change

Fulton County Board of Commissioners approved a series of administrative contracts, equipment purchases and a change to the county's travel policy during a Dec. 23, 2025 meeting.
Commissioner Randy H. Bunch moved to approve the December 16, 2025 meeting minutes and retirement board minutes; both motions passed unanimously. The board recorded disbursements across county funds totaling $111,824.17 and approved payroll dated Dec. 26, 2025, in the amount of $145,032.44.
Commissioners met with Rick Grissinger and Nelson Witmer of Elect IT Solutions to consider an office lease, services agreement and hardware needs. Commissioner Hervey P. Hann moved to approve and execute a five-year lease with Elect IT Solutions for office space at 101 Lincoln Way West, McConnellsburg, at $250 per month with no increase; the motion passed with all in favor. Commissioner Hann also moved to approve SOW #ETM12042025-001 for IT staffing and support services; that motion carried unanimously.
The board approved an Amazon quote for a view station for the Treasurer's Office submitted by Grissinger for $784.22 and approved CCAP PComp Contribution 1st Installment Invoice No. INVO62458 for $5,575.00 on a motion by Commissioner Bunch.
Commissioner Hann moved to revise the HR Manual, Section 213, 'Travel,' to state: "Should an employee wish to use their own vehicle, they will need to submit to the Commissioners ahead of time for approval explaining why they are requesting the use of their own vehicle." The revision was approved unanimously.
All motions recorded at the meeting were noted as carried 'All in favor.' The meeting adjourned at 11:21 a.m.
Next steps: the lease will take effect when the Elect IT Solutions space is available; no financial escalation clause was recorded in the motion.
