Fulton County commissioners approve hire, grant agreement, pay-scale and several vendor payments

The Fulton County Board of Commissioners met Jan. 13 and approved a series of routine county actions, including the hiring of an Enforcement Officer for Domestic Relations, execution of a multi‑year Drug & Alcohol grant agreement with Franklin County, adoption of the 2026 pay scale and an opt-out payment for employees waiving health insurance.
Interim County Treasurer Amy Bishop presented account reports for the month ending Dec. 31, 2025, and the board approved accounts payable in the amount of $135,622.38 (General Fund $66,644.09; Capital Projects $64,720.44; 911 $3,874.57; Domestic Relations $291.06; SFC Technology Grant $92.22). Commissioner Hervey P. Hann moved to approve the payables; the motion carried unanimously.
Domestic Relations Director Tina Gress sought approval to fill a vacant Enforcement Officer 1 position. Commissioner Randy H. Bunch moved to hire Angie Horton for the union position Enforcement Officer 1 effective Jan. 26, 2026; the board approved the hire and the Salary Board set the salary per the collective bargaining agreement, with separate minutes on file.
Executive Development Director Julie Dovey asked the board to approve the 2025–2030 Franklin/Fulton Grant Agreement (#4100101172), designating Franklin County as the single county authority for operation and administration of the Drug & Alcohol Program. Commissioner Bunch moved to approve and execute the agreement; the motion carried unanimously.
On personnel and benefits, the board approved the 2026 Pay Scale as presented by HR Administrator Mary Huston and approved a revision to Section 212 of the HR Manual establishing an employee health-insurance opt-out payment: up to $1,020 per calendar year (paid pro‑rata, with the maximum $1,020), to be paid with the final payroll in December or upon resignation; employees must leave in good standing to receive the payment.
Other routine approvals included a second installment payment of $45,442.00 to the Pennsylvania Counties Risk Pool (PCoRP/CCAP), an $8,598.00 invoice to the Southern Alleghenies Planning & Development Commission (SAP&DC) for local county/transportation support, and a renewal quote for ASPIRE two-factor authentication submitted by Rick Grissinger, Elect IT. The board also approved an application for burial expenses for veteran Floyd G. McGinnis with payment to surviving spouse Janet McGinnis and revised LERTA application language to read 'Inspection by Zoning Officer or Fulton County Planning.'
Commissioner Bunch moved to accept Ronald Richards as the county's real-estate agent for the property at 119 N. 2nd Street in McConnellsburg, with his commission set at 3% of the total sale. The meeting adjourned at 11:33 a.m.
