Claiborne County Commission approves Family Justice Center grant filing, infrastructure projects and several routine resolutions

Claiborne County commissioners approved a slate of measures on Feb. 25, 2019 that included authorizing the county to file grant applications for a proposed Family Justice Center, accepting a Tennessee Department of Transportation (TDOT) proposal for an intersection project on S.R.-33, and several routine local actions.
Family Justice Center grant filing D.A.G. Jared Effler and Assistant D.A.G. Carla Brewer outlined how a Family Justice Center would consolidate services for victims of domestic violence and identified grant opportunities through the Office of Criminal Justice Programs (OCJP). County Mayor Joe Brooks had filed a letter of intent before the deadline; the commission suspended rules and gave the mayor's office approval to file the grant applications (roll-call 20–0).
Education budget amendments The commission combined and approved two Board of Education budget amendments (Res. 2019-009 and Res. 2019-010). Res. 2019-009 enters $12,407.30 in insurance recovery to increase contracted services and vehicle parts line items; Res. 2019-010 adjusts Read to be Ready grant payroll and supplies line items to comply with grant guidelines. Commissioners stated these adjustments involve no local tax dollars and passed both resolutions 20–0.
Transportation and roads The commission approved Resolution 2019-012 accepting TDOT's proposal to replace the intersection at England Industrial Road/Lynch Lane on S.R.-33 (Federal Project HSIP/PHSIP-33(119), State Project 13004-2215-94). Commissioners also approved adding Baylor Lane (Res. 2018-099) to the county road list for maintenance to the cemetery access and added the final 0.10 mile of Lone Holly Lane back to the county road list (Res. 2019-013). Both road additions were approved by recorded voice/roll-call as noted in the minutes.
Community programs and appointments Commissioners adopted Resolution 2019-011 designating April 13, 2019 as the Great American Cleanup in Claiborne County with an April 27 rain date and appointed Commissioner Stacey Crawford to the county agricultural extension committee (Res. 2019-014).
Courthouse roof and resident road complaint Resident Bill Williams spoke during New Business to report drainage problems on Brogan Lane and offered to supply road base material. County Mayor Joe Brooks reported ongoing leaks in the courthouse roof; the commission voted to allow the mayor to advertise for repair quotes and return with bids.
