Cumberland County Commission adopts road additions, school grant amendments and appointments

CROSSVILLE, Tenn. — The Cumberland County Board of Commissioners approved a package of resolutions at its Jan. 20 monthly meeting, adopting road additions, appointing two judicial commissioners and amending several county and school budgets.
The commission voted unanimously to adopt Resolution 01-2026-1, appointing Jennifer Phillips-Cross as Judicial Commission Director for a two-year term and Joseph Moody as Judicial Commissioner for a six-month term. Commissioner David Gibson moved the appointment; Commissioner Nancy Hyder seconded the motion.
The commission added multiple roads to the county road list, approving Resolution 01-2026-2 to add Chestnut Ridge Lane (0.42 miles) and Chestnut Ridge Court (0.12 miles), Resolution 01-2026-3 to add Racquet Club Drive (0.11 miles), and Resolution 01-2026-4 to extend Houston Drive from 0.25 to 0.54 miles. Colleen Mall moved the road resolutions; Joseph Sherrill seconded them. The commission also approved the 2026 county road list (Resolution 01-2026-5).
School-related budget amendments were adopted on motions by Commissioner Deborah Holbrook and seconded by Commissioner Wendell Wilson. Those include a $90,099.05 ISM state grant amendment to the general purpose school fund (01-2026-6), a $1,200 Healthy Students Stronger Learners grant amendment (01-2026-7), and an $11,672 USDA cafeteria grant amendment to the central cafeteria fund (01-2026-8).
Other budget amendments approved included a $584 highway fund amendment for highway and bridge maintenance longevity (01-2026-10), a $737 sanitation fund amendment for recycling center longevity (01-2026-11), a $10,181 general fund amendment for various departmental longevity overruns (01-2026-12), and an $8,000 state recruitment and retention grant for the Cumberland County Sheriff’s Department (01-2026-13). All motions were recorded as carried by unanimous roll call vote.
The meeting concluded with the election of a slate of notaries public on a voice vote and adjournment at 6:23 p.m.
Why it matters: The adopted resolutions update the county’s road inventory, add modest grant funding for schools and nutrition programs, and adjust county budgets to cover longevity and recruitment-related expenses. The judicial appointments fill local administrative roles for the county’s judicial processes.
What’s next: The commission announced a Road Subcommittee meeting Feb. 11 to discuss road studies and Safe Streets for All grant opportunities; a resident survey will follow that meeting.
