Nemaha County commissioners accept Sapp Brothers fuel bid, set fire-district levy and sign EMPG verification

At their July 30 meeting in Auburn, the Nemaha County Board of Commissioners accepted a fuel bid from Sapp Brothers for August 2025, approved a maximum Mutual Finance Organization levy for fire districts, signed the EMPG application verification form and authorized an interlocal agreement allowing Auburn Public Schools to join county diesel fuel bids. Michael Weiss, chairman of the Nemaha County Board of Commissioners, called the July 30 meeting to order in the commissioners’ chambers at 8:00 a.m. and the board completed routine procedural business before taking several formal actions on county operations and finance.
Commissioner Mike Hall moved to accept the single fuel bid for August 2025 from Sapp Brothers — #2 clear diesel at $3.009 per gallon and regular with ethanol at $2.759 per gallon — and Commissioner Bryan Mellage seconded. The motion passed unanimously; the minutes record roll-call votes as Hall, Mellage and Weiss voting "aye."
The board also approved routine accounts payable and payroll as presented by County Clerk Diane Johnson. A separate motion to approve a claim payable to Mellage Truck & Tractor Inc. was approved with Commissioner Mellage recorded as abstaining and Commissioners Hall and Weiss voting to authorize payment.
On taxation, Hall moved and Mellage seconded approval of the maximum levy for the county’s Mutual Finance Organization (MFO) for the fire districts at 0.035377. The motion carried on a unanimous recorded vote.
The board signed the 2025 Emergency Management Performance Grant (EMPG) application verification form after a motion by Hall and a second by Mellage; minutes show unanimous approval. The board also approved an interlocal agreement allowing Auburn Public Schools to participate in the county diesel fuel bid process (motion by Mellage, second by Hall; vote recorded "aye" from all three commissioners).
The minutes list a review of the 2025/2026 budgets scheduled for Aug. 13 with county officials, and show that a proposed Floodplain Administrator contract (options: Midwest Engineering, Inc. or hiring Jeff Rowell as a part-time employee) was discussed and tabled to the August 13 meeting for further consideration.
Several facilities and highway items — including courthouse snow removal and lawn mower equipment, snow removal for the jail and wellness center parking lots, the courtroom ceiling, a review of the NIRMA model utility permit, and a Magellan Pipeline location issue at 646 Ave/722 Road in Nemaha — were listed on the agenda but the minutes record no substantive debate or formal votes on those items at this meeting.
The meeting also contains a full, itemized claims and payroll list covering general, road and special funds; the board had authorized those payments earlier in the session. The minutes show the board adjourned at 11:30 a.m.
The minutes record the scheduled Project Response quarterly report by Hailey Jeffries at 9:00 a.m. and an open public discussion period at 9:30 a.m.; the minutes do not include the content of that presentation or any public comments.
Next steps: the board will reconvene some budget and contract discussions on Aug. 13, 2025, when officials and the Veterans Service Office will join the board for budget review and when the floodplain administrator contract decision will be revisited.
