Nemaha County Board Adopts $4.8M Budget, Sets Final Tax Rate and Approves New Phone System

The Nemaha County Board of Commissioners on Sept. 24 adopted a $4,800,904.79 budget for fiscal year July 1, 2025, to June 30, 2026, and set a final tax request of 0.278704 per $100 of assessed value.
Chairman Michael Weiss opened the public hearing on the tax request at 10:30 a.m. with Dave Swanson of the Nemaha Valley Observer present. After hearing the item, the board adopted Resolution #2025-21 to approve the budget and adopted Resolution #2025-22 to set the final tax request; Commissioners Mike Hall, Bryan Mellage and Weiss voted unanimously on both motions.
In a separate procurement vote, the board approved a recommended proposal from a review committee (Brent Lottman, Mary Zimmerman, Jana Gerdes and Cassie Buethe) to purchase a VoIP or hybrid on‑premise telephone system for the Nemaha County Courthouse and Nemaha County Law Enforcement Building from Applied Connective Technologies. The one‑time cost for hardware and professional services is $56,502.50, with monthly managed services of $947.50. Commissioner Bryan Mellage made the motion to approve the proposal; the motion passed on a unanimous roll‑call vote.
The board also handled several operational items during executive‑session business. It accepted a fuel bid from Sapp Brothers for October 2025 — #1 Clear Diesel at $3.469 per gallon, #2 Clear Diesel at $2.869 per gallon, and regular with ethanol at $2.399 per gallon — and approved three right‑of‑way (ROW) applications from OPPD: #2025‑12 on Hwy 136 between 629 Ave & 631 Ave (Johnson), #2025‑13 north of 637 Ave and 721 Road, and #2025‑14 at 73266 636 Ave. Each of those approvals passed by unanimous roll‑call vote.
Treasurer Jana Gerdes asked to purchase new plat books and maps from Farm & Home Publishers; the board approved the purchase with instruction that old inventory may be disposed by the treasurer. The board adopted Resolution #2025‑23 to release pledged security (CUSIP639662DJ1) back to Auburn State Bank and adopted Resolution #2025‑24 approving a subdivision for Clayton B. Gerdes and Kimberly D. Gerdes located in Section 25, T4N R13E.
The board approved and signed a proclamation for the Annual Veterans Appreciation Day & Breakfast to be held Oct. 25. The meeting concluded with authorization for the County Clerk to process the approved claims and payroll items listed in the minutes. The board adjourned at 10:57 a.m.
What happens next: The adopted budget and tax request will be executed according to county procedures; the telephone system project and awarded contracts will proceed under the procurement terms approved by the board.
