Pine County Regional Railroad Authority grants quitclaim easement for driveway across Brook Park Trail

During a short Regional Railroad Authority session recessed from the county board at 10:19 a.m., County Administrator Kelly Schroeder explained that Trent and Mariah Kannenberg, owners of PID 06.0156.000 in Brook Park Township, requested a formal quitclaim easement across the Pine County Brook Park Trail so their driveway can connect to State Highway 23. Schroeder said the access existed prior to the county’s ownership of the trail and that the drafted quitclaim deed includes language to preserve the county’s future use of the trail and to assign responsibilities to the property owners.
Commissioner JJ Waldhalm asked about public safety and whether stop signs would be placed at the driveway. County Engineer Mark LeBrun said there is no existing signage at trail driveways and that placement of a stop sign at a private driveway would be the responsibility of the property owner. Commissioner Matt Ludwig moved to approve the quitclaim deed granting ingress and egress to Trent and Mariah Kannenberg; Commissioner Roger Nelson seconded. The roll-call vote carried 5-0. The Regional Railroad Authority adjourned at 10:24 a.m., and the county board reconvened.
The deed approval formalizes the easement but does not change county ownership of the trail or authorize changes to trail operations; any signage or safety improvements at the driveway are the responsibility of the property owners unless the county separately elects to act.
