Anaconda-Deer Lodge commissioners approve claims, public-health and library grants and a planning-grant application

The Anaconda-Deer Lodge County Commission voted unanimously on a set of routine approvals and grant actions at its Nov. 11, 2025 meeting, including payment of claims, two public-health task orders, a library grant application and authorization to seek planning funds from the Montana Coal Endowment Program (MCEP).
The commission approved the minutes from its Nov. 4, 2025 meeting and authorized payment of claims numbered 148451 through 148528 while excluding claim 148494; the advertised total for the claims batch was $386,198.32 and, after excluding 148494, commissioners cited a revised total of $386,001.98. The motion to authorize payment passed 5–0.
County CEO Carl said the MCEP planning grant would help update the county’s Capital Improvements Plan, which staff described as out of date. Carl, County CEO, said the grant (applied for jointly for Anaconda and Deer Lodge County) could cover up to $30,000 and would help prioritize needs "from the streets to the roads to bridges, wastewater, [and] water." The commission moved and approved Resolution No. 25-20 authorizing submission of a planning grant application to the Montana Coal Endowment Program.
Lauren, a Deer Lodge County public-health staff member, outlined two state task orders administered through the Montana Department of Public Health and Human Services that the county approved. She said a $10,000 public-health emergency preparedness (PHEP) task order would be used to bolster preparedness for seasonal influenza and avian influenza and to help pay for vaccine storage equipment; she noted the application deadline required a quick turnaround and staff planned to submit by Jan. 15. She also described an annual Title V Maternal and Child Health Block Grant renewal for $6,943 that supports off-site clinics (for example at Head Start); staff stated the Title V funds are distributed in $1,388 increments. Both task orders were approved by the commission, 5–0.
The commission also approved submitting a Pizza Hut Foundation "Slice of Literacy" community grant application by the Hurst Free Library through Sam Walters; the program offers awards up to $10,000 to qualifying public libraries. Separately, the board approved a special-event permit for the Dead Ringer Horseshoe Tournament at Washoe Park, scheduled for July 18–19, 2026, pending a certificate of insurance.
All motions recorded at the meeting passed by unanimous 5–0 votes unless otherwise noted. No ordinances or appointments were adopted and staff will proceed to submit the grant and task-order paperwork as directed.
Next steps: staff will submit the MCEP planning grant application and the PHEP application by the stated deadlines; the commission’s calendar lists the next regular meeting for Nov. 25, 2025.
