Nemaha County commissioners increase road gravel budget and hear public concerns about EMA staffing

The Nemaha County Board of Commissioners voted Sept. 10 to increase the road budget’s gravel/rock line item by $25,000 following a public hearing on the county’s proposed 2025–2026 budget.
Chairman Michael Weiss opened the public hearing at 10:30 a.m. and the board took public comment from attendees including Dan Swanson (B103), Dave Swanson (Nemaha Valley Observer), Karly Black and Richard Moody. Moody raised concerns about staffing, saying the county needs full‑time positions for a Weed Superintendent and for the Emergency Management Agency deputy.
Weiss moved the amendment to increase the gravel/rock line item; Commissioner Mike Hall seconded. The motion passed 2–1, with Commissioner Bryan Mellage casting the lone no vote.
Later in the meeting the commissioners approved the appointment of Nahum Winder as a full‑time deputy Emergency Management Agency director with benefits at a starting wage of $21.22 per hour. The motion to appoint Winder passed unanimously.
The hearing also included scheduling and procedural items: the board reviewed political subdivisions requiring a joint public hearing on Sept. 22, 2025; the Johnson‑Brock Public Schools hearing will be at ESU 4, 2301 Dahlke Ave., Auburn, at 6:30 p.m.
The board adjourned at 10:50 a.m. The county clerk’s office posts a complete copy of the minutes and the approved budget documents on the Nemaha County website.
