Council updates telecom right-of-way agreement with Telesis, after public questions about beach easement

On Sept. 22 the Boca Raton City Council adopted Resolution 147-2025 to update a right-of-way use agreement with Telesis Cable USA Inc. for existing conduits and telecommunications infrastructure in city rights-of-way.
Zach Bier, director of Public Works and Engineering, told the council the resolution updates the per-linear-foot fee schedule and formalizes an updated right-of-way agreement for cables and conduits that have been in place for decades. Bier said the Spanish River Park easement is a separate matter and that the city has already received payment for that easement; the right-of-way agreement covered in the resolution concerns in-street conduits and produces roughly $65,000 in annual payments for the city for these lines.
Resident John Perlman raised questions about use of an ecologically sensitive area for cable landings and whether residents receive direct service benefits, noting the company had previously sought approvals for work at the beach and park. Bier clarified that the Spanish River easement used horizontal directional drilling, had Army Corps and state-level permitting, and that environmental assessments and routing modifications were coordinated with city coastal specialists.
After public comment and staff clarifications, council moved to adopt the resolution; a roll-call vote recorded five yes votes and the resolution passed 5–0.
