Head Start staff says federal staffing changes and vacancies require budget revision; revised plan due to commission

Heidi, a Head Start program representative, told the commission that since submitting the FY2025 grant application the program had experienced multiple federal program- and grant-specialist reassignments and a federal office closure that delayed guidance on budget revisions. “Following our request, [the grant specialist] provided a budget revision guide which outlines the documentation expectations including policy council and governing board approval,” Heidi said.
She said unexpended personnel salary and fringe funds resulted from several key positions remaining unfilled for extended periods and that federal guidance requires those funds be formally reallocated to allowable uses. Heidi said she is working with CPA Michael Blakely to prepare the proposed reallocation and anticipated timelines and expects to present a formal revised budget at a future work session.
The county attorney asked whether the commission’s action was being requested tonight; Heidi and staff clarified this was an informational introduction and that formal approval would be requested after the revised budget is submitted. The commission asked staff to return with the official revised document for consideration.
