Board approves $150,000 to support sheriff's efforts under state armed-prohibited-persons system

The board unanimously approved Vice Chair Doug Chaffee’s supplemental request to use $150,000 from 4th-district discretionary funds to support local enforcement actions tied to the state-run Armed Prohibited Persons System (APPS).
Chaffee described APPS as a vital tool managed by the California Department of Justice that helps identify people who become prohibited from possessing firearms. Sheriff Don Barnes told the board the county had previously received DOJ grant funding for dedicated staffing and that the new discretionary allocation will be used to fund overtime to expand targeted operations to locate prohibited individuals and recover firearms.
Barnes said the county’s program historically recovered 244 firearms during a two-year period when it had grant support and that the APPS population is a small subset of the state’s firearms owners. The sheriff said the funds would be applied countywide rather than tied to the fourth district and that the department will track outcomes and report back to the board.
Supervisor Sarmiento asked that the sheriff provide follow-up reporting showing how the overtime hours translated into recoveries and compliance outcomes. The board approved the supplemental motion without opposition.
