Claiborne County adopts HOME program rules to repair homes for low-income residents

Claiborne County commissioners voted on Aug. 19 to adopt program policies and procedures for the 2019 Claiborne County HOME Program (HM-19-05), authorizing the use of HOME funds administered by the Tennessee Housing Development Agency to provide homeowner rehabilitation to qualified low- and very low-income residents.
The resolution (2019-055) states that the county received HOME funding through THDA and that the board must approve program policies to ensure equitable and consistent delivery of rehabilitation services. Commissioner Mitchell Cosby moved to approve the resolution; Commissioner Juanita Honeycutt seconded and the motion carried by aye vote.
The resolution takes effect on passage; the minutes record that this action does not involve local tax dollars and that program policies and procedures were approved for filing and implementation. Specific project awards, applicant eligibility lists and disbursement schedules were not included in the meeting minutes.
