Cramerton adopts tighter junk/abandoned-vehicle rules, approves downtown surveying and CRAMR Center grant

The change reduces the time from initial warning to abatement: the new approach creates a 10-day warning period with a 5-day correction period after citation (replacing a longer prior timeline). Commissioner Helms moved to adopt the updated language; Commissioner Kincaid seconded. The motion passed 5-0.
Surveying: The board approved Resolution #2022-03 exempting Carolina Surveying from G.S. 143-61.21 (the so-called Mini-Brooks Act) for surveying services related to Town-owned downtown parcels. Commissioner Atkinson moved the resolution; Commissioner Helms seconded and the vote was 5-0. The board then approved a professional services contract with Carolina Surveying by motion of Mayor Pro Tempore Neeley, seconded by Commissioner Atkinson (vote 5-0).
Facilities grant: The board approved a Facilities Grant Agreement to the Catawba Riverkeeper Foundation for the CRAMR Center on Center Street and authorized the Town Manager and Town Attorney to make necessary edits to the agreement; Mayor Pro Tempore Neeley moved and Commissioner Ramsey seconded the motion, which passed 5-0. The draft agreement included a placeholder date of 2023 pending final scheduling.
Why it matters: The code amendments shorten enforcement timelines and broaden the town’s ability to address yard and vehicle nuisances more quickly.
