Cramerton board directs staff to bid ARP-funded downtown stormwater, parking and event-space project

The Town of Cramerton Board of Commissioners voted on Jan. 20 to direct staff to release bid documents for a downtown stormwater, parking and event-space project using American Rescue Plan Act (ARPA)–eligible stormwater improvements.
Town Manager David Pugh told the board the project is ready for the bid phase, with advertisement slated for Jan. 28 and a bid opening at the end of February. Pugh said construction is anticipated to begin at the end of March 2022, with parking work expected to be complete in August and shade sails installed in September 2022, subject to contractor scheduling.
Danny Watson, an engineer with LaBella, advised that if the town chose conventional asphalt paving as an alternate bid, that scope would not qualify for ARPA stormwater funding. Watson said the bid package would be prepared so multiple qualified contractors could bid and that NCDOT guidance updated to include permeable pavers would be followed. The town intends to solicit at least three bids; if fewer responses are received the bid would be reissued.
Mayor Pro Tempore Neeley moved to direct staff to release the ARPA-compliant bid documents; Commissioner Ramsey seconded the motion and the board approved it 5-0.
Why it matters: The project combines stormwater improvements with new parking and public-event space in downtown Cramerton. Using ARPA funds limits eligible work to stormwater-related items, which shaped design and bidding options and influenced engineers’ advice on alternate paving materials.
Next steps: Staff will release the bid advertisement on Jan. 28, accept bids through February, and return to the board with contract recommendations after the bid opening. The town will obtain vendor quotes for shade sails in April 2022.
