Council places annual North Royalton jail-housing lease on Nov. 18 agenda

Councilman Troyer, chair of the safety committee, reported one item: an annual lease agreement authorizing the mayor to enter into an agreement with the city of North Royalton for jail housing and ancillary services.
Mayor Ed Orcutt said the contract is the same form the city uses annually. Exhibit A (as described in the presentation) lists a term of Jan. 1, 2026, through Dec. 31, 2026; a bed rate of $2.14 per day; and a rental sum of $81,900. Orcutt said payment will come from Fund 405 (Correctional Facility). The finance director noted the amount represents approximately a 5% increase from 2025.
Councilman Dafoe moved—seconded by Councilor Mancini—to place the agreement on the Nov. 18 regular council meeting agenda under first report. The council recorded the clerk's roll call; no final action on the lease occurred at the Nov. 12 caucus.
Next steps: the agreement will appear on the Nov. 18 council agenda for first reading and possible action.
