Commissioners approve $20,000 for Franklin High site work and unanimously reject Highlands Middle School bid over cost

The Macon County Board of Commissioners on Aug. 8 approved a $20,000 transfer from general-fund contingency to cover additional geotechnical and surveying work at the Franklin High School site, then unanimously rejected a single renovation bid for Highlands Middle School that exceeded available funds.
LS3P Senior Project Manager Emily Kite, joining the meeting by Zoom, said additional survey and geotechnical exploration were needed because some peripheral areas and stormwater features were not included in the original site work. Kite provided estimates of about $11,500 for geotechnical services and $8,000 for additional survey work.
Finance Director Lori Carpenter said a set of resolutions exempting surveying and engineering services and a budget amendment were needed. Commissioner Young moved to approve the resolutions and budget amendment; the motion carried 4–1 with Commissioners Young, Shields, Antoine and Chairman Higdon voting yes and Commissioner Shearl opposed.
On the Highlands Middle School renovation, LS3P reported one bidder submitted a proposal of $1,184,195 for HVAC, roof, windows and flooring — about $549,895 over the Repair & Renovation fund allocation. The Board of Education’s liaison committee described the full scope as urgent, but commissioners expressed concern about proceeding on a single bid and the potential to pay significantly over budget. Commissioner Young moved to reject the bid and seek additional bids; the motion passed unanimously.
Next steps: project staff plan to revisit scope and bidding strategy for Highlands Middle School and to proceed with the authorized geotechnical and survey work at Franklin High.
