Public commenters raise allegations of corruption, call for resignations and election forums

During the public-comment period on May 21 several speakers addressed the board on a range of grievances and allegations.

A speaker identified by the clerk as Steve Rocco made a lengthy statement criticizing perceived bias and used strong language to decry immigration, drugs and what he called widespread wrongdoing. Another commenter, who identified himself as Elliot Segnin, urged the board to seek the resignation of the chairman and accused the director of the Orange County Regional Center of exploiting disabled clients for profit; Segnin said he had repeatedly submitted written evidence he said showed abuse of power.

A different speaker asked the board to hold an evening meeting on election-related concerns, called for removal of drop boxes and voting machines, and urged cleaning up voter rolls. Another commenter alleged fraud by a court-appointed public defender and said he had filed an appellate filing and demanded action.

Board members did not take enforcement action during public comment; they noted the concerns and continued with the agenda. Several speakers asked for investigations, resignations or procedural changes; the transcript records the allegations and requests but includes no immediate board directives to initiate investigations or personnel changes.

Because public comment is not a forum for immediate board action, supervisors typically referred speakers to staff or legal channels for follow-up where appropriate.
