Orange County supervisors approve series of contract amendments and grants; Foley flags security vendor litigation history

Item 13 amended master contracts for on-site psychiatry and telepsychiatry services to provide medication and psychiatric assessments for correctional populations, including a new EASS program for people deemed incompetent to stand trial and youth in custody. Health Care Agency representative Ian Kemmer told the board the amendment supports services while clients wait for placement and that contractors will provide telehealth and in-person psychiatric care. A member of the public raised concerns about the size and track record of some vendors; Supervisor Vicente Sarmiento corrected a public speaker’s figure, noting the contract amendment was for $830,000, not $830 million. The board voted to approve the amendment unanimously.
Item 14 approved an approximately $930,000 amendment for CalFresh Healthy Living services with America OnTrack, Community Action Partnership of Orange County and others; public commenters questioned program selection and pay scales, but supervisors defended procurement and oversight and approved the item unanimously.
The board also approved an OC United Way amendment for CalFresh expansion (item 16), preconstruction services for the Garden Grove and La Habra libraries with CW Driver LLC (item 17), and an amendment to security-guard services with Allied Universal (item 18). Supervisor Katrina Foley raised concerns about past out-of-state litigation involving Allied Universal and said she had asked staff to ensure contract safeguards and compliance with prevailing wage and county requirements. The board approved all items by unanimous vote.
Other approved items included an amendment for toxicology screening services (item 19) and a package of grant approvals and routine actions under item 22. Where public speakers raised concerns about vendor capacity, alleged political bias, or contractor pay, supervisors said departments would continue performance monitoring and audits where appropriate.
Outcome: All items described above were moved, seconded and recorded as carried unanimously during the Aug. 27 meeting. No member requested roll-call names in the transcript; the clerk recorded each item as carried.
