Broadway commissioners adopt Purple Heart proclamation and back Lee County safety and transportation plans

BROADWAY, N.C. — The Town of Broadway Board of Commissioners met Monday and unanimously adopted a Purple Heart proclamation and resolutions supporting Lee County planning initiatives, the town minutes show.
Mayor Donald Andrews read the Purple Heart proclamation and the board approved it on a motion by Mayor Pro Tem Tommy Beal, seconded by Commissioner April Collins. After the vote the mayor and commissioners signed the proclamation; Jesse Torres, judge advocate with the Military Order of the Purple Heart of the USA Department of North Carolina, presented a "Purple Heart Town" sign to the mayor and said, "We hope to have the unveiling to the public at the Veterans Day Ceremony on November 11th." The unveiling is planned to coincide with the town's Veterans Day ceremony.
In other business, David Montgomery presented Lee County’s Safety Action Plan, which sets a countywide goal to reduce fatal and severe-injury crashes by 50% by 2040. Mayor Andrews signed the Action Plan on behalf of the Town of Broadway. Montgomery also presented the Lee County Comprehensive Transportation Plan; Commissioner Teresa Kelly moved to adopt a resolution in support, Commissioner April Collins seconded, and the motion passed unanimously.
The board also approved an Operation Green Light resolution on a motion from Mayor Pro Tem Beal, seconded by Commissioner Lynne Green. Minutes record each motion as carrying unanimously among the commissioners present; Commissioner Paschal was absent.
Town Manager John Godfrey delivered the Manager’s Report (the minutes do not detail its contents). Commissioners and the mayor used the meeting’s closing remarks to raise operational items and community events: Mayor Pro Tem Beal recapped topics from a recent Central Pines Regional Council meeting including the UNITE Street Medicine Program and Safe Streets & Roads for All; Commissioner Collins reminded residents about Holiday On Main Street on Nov. 8 and town decorating on Nov. 15.
Mayor Andrews announced a draft take-home vehicle policy for the police department that would limit replacement vehicles to drivers within a 30-minute drive or 25 miles of Broadway, noting staff hopes to present the policy at the November meeting. He also said the town will participate in Lee County’s semiquincentennial in July 2026, that a contractor has been hired to repair lighting at the Veterans Memorial, and that the town will discuss placing streetlights with Duke Energy near new curb work on N. Main Street. A work session to discuss the AIA wastewater plan with Withers Ravenel is scheduled for Nov. 13 at 5 p.m.
With no further business the board adjourned. Minutes were signed by Mayor Donald F. Andrews and Town Clerk Renee' Saville.
