Broadway commissioners approve parade closure, seek Seminole Road speed cut and adopt UDO amendment

The Town of Broadway Board of Commissioners met Sept. 22, 2025, in the council chamber and unanimously approved several measures affecting traffic, events and land-use rules.
Mayor Donald Andrews opened the meeting at 6:00 p.m. The board approved a resolution to close Main Street for the Broadway Lions Club Annual Christmas Parade scheduled for Dec. 13, 2025; the motion was made by Mayor Pro Tem Tommy Beal and seconded by Commissioner Jim Paschal and passed unanimously.
The board also approved a resolution asking the North Carolina Department of Transportation to reduce the posted speed limit on Seminole Road (SR 1289) from 55 mph to 35 mph. Commissioner Teresa Kelly moved the speed-limit request; Mayor Pro Tem Beal seconded. Mayor Andrews said, if the board's action is approved locally, he will forward a formal request to NCDOT.
During discussion of Seminole Road, commissioners raised safety and nuisance concerns about an unauthorized pop-up flea market set up on NCDOT right-of-way along the corridor. Mayor Pro Tem Beal moved that Mayor Andrews draft a letter to NCDOT calling attention to the activity and the trash and debris it leaves behind; Commissioner Teresa Kelly seconded the motion, which passed unanimously.
On land-use matters, the board adopted an ordinance amending section 5.17.2.2 of the Town of Broadway Unified Development Ordinance. Commissioner Teresa Kelly moved for adoption and Mayor Pro Tem Beal seconded; the motion carried unanimously.
The board agreed to pursue designation as a Purple Heart City. Mayor Andrews asked staff to add a proclamation item to the Oct. 2025 agenda; if adopted, the proclamation would be presented Nov. 11 during the Veterans Day program at the Veterans Memorial.
Town Manager John Godfrey presented a brief manager's report. Commissioners offered updates and announcements: Mayor Pro Tem Beal reported on a Carolina Pines meeting and an announcement about a planned children's hospital near Cary; Commissioner April Collins described curb-and-gutter and sidewalk plans for N. Main Street (curb and gutter will extend to the town limits on both sides, with sidewalks on both sides stopping at Lett Park) and praised the recent Litter Sweep; Commissioner Jim Paschal said Oct. 28 will be his final meeting before moving to Sanford.
Kirk Smith, identified as a Lee County Commissioner during public comment, thanked attendees for the Lee County Athletic Park grand opening and said a free screening of "The American Constitution" will be held Oct. 23 at the CCCC Civic Auditorium, with a ticket link to be shared with the board.
Mayor Andrews closed the meeting after reviewing upcoming events, including the Broadway Youth Baseball fall opening day (Oct. 4), a Broadway Business Holiday on Main Street (Nov. 8), Main Street decorating (Nov. 15), a Tree Lighting and Sip & Stroll (Dec. 7) and the Christmas parade on Dec. 13.
