Putnam County Planning & Development approved multiple rezoning requests for parcels on Harmony Road during its Dec. 4, 2025 meeting, despite staff recommendations that the changes be denied.
Agent Ross Mundy presented three requests to rezone parcels from agricultural zoning (AG) to residential planned unit development (R‑PUD) — a 30‑acre parcel for Bradley Ashurst, a 1.01‑acre parcel for Juaquin Cordona and Ewren Marshall, and a 26.32‑acre parcel for Tempy and Davis Sharp. Staff advised denial for each request. After a public speaker signed up to comment, Member William Rainey Jr. moved to approve the three R‑PUD requests with two conditions: Map 097 Parcel 035 must be combined with adjacent parcels (Map 097 Parcel 033001 and Map 097 Part of Parcel 033) so it cannot be sold or used as a standalone parcel, and the development must substantially comply with the submitted conceptual plan. Member Shad Atkinson seconded. The motion passed 4–1, with Member Erickson voting no and Members Rainey, Jones, Atkinson and Chairman Charles Gray voting in favor.
Separately, Mundy also represented a request to rezone 5.99 acres at 826 Harmony Road from AG to C‑1; staff again recommended denial. Member Rainey moved to approve the commercial rezoning; Member Atkinson seconded. That motion also passed 4–1, with Member Erickson recorded as voting nay.
The minutes show that a member of the public, Steve Hersey, signed in to speak on the Harmony Road items; the record does not include the content of his remarks. The transcript does not record additional conditions or follow‑up steps beyond the stated parcel consolidation requirement and the instruction that the development substantially comply with the submitted conceptual plan.
The votes give the applicants zoning approvals from the planning board that change the official zoning designations for the identified parcels. The minutes do not record subsequent administrative steps, such as final plats or specific permitting timelines, at this meeting.
The board took no further action on Harmony Road items at the Dec. 4 meeting.
